When to use Signal
Signal should be your default for any private communication with sources, colleagues working on sensitive stories, or anyone sharing confidential information. Every message is end-to-end encrypted with no option to disable it. Signal stores almost nothing on its servers -- a fact verified by subpoenas that returned only account creation dates and last connection timestamps.
When to use Telegram
Telegram remains useful as a public information tool. Many OSINT researchers, conflict monitors, and news outlets maintain Telegram channels. Use it to follow these public feeds and communities. Do not use it for private conversations with sources, sharing unpublished documents, or any communication you would not want a government to read.
The verdict
This is not a close comparison. Telegram's encryption model is fundamentally unsuitable for journalism. Regular chats and all group chats are stored on Telegram's servers in readable form. After Durov's August 2024 arrest in France, Telegram began complying with law enforcement data requests, handing over IP addresses and phone numbers. Signal is the only responsible choice for confidential communication.
